AI governance without enforcement is just a suggestion box. I reviewed governance frameworks at 20 enterprises last year. Fifteen had beautiful documents describing their AI review process. Three actually enforced those processes. The pattern: the companies with working governance made it part of the deployment pipeline — you literally cannot push a model to production without a governance checklist approval. The companies with performative governance made it a separate, optional process that teams could route around. Make governance a gate, not a guideline. If teams can skip it, they will. Every single time.
